About Rachel Holloway

Rachel Holloway is an international leadership, management and public-sector reform specialist with more than 25 years of professional experience spanning government, international organisations, consultancy and executive development. She currently serves as Chief Executive Officer of Partners for Reform, where she focuses on leadership development, executive coaching, accredited management training, behavioural analysis and talent management.

Rachel has extensive experience working with governments and international organisations. Her assignments have included work involving the United Nations, OECD, World Bank and national governments including Vietnam, Morocco, Montenegro and India. Her work has covered leadership development, public administration reform, regulatory management, communication strategy, organisational development and capacity building.

Earlier in her career, Rachel held senior positions within the UK Civil Service, including Assistant Director roles within the Department for Business, Innovation and Skills and the Department for Business, Enterprise and Regulatory Reform. She also worked as Senior Adviser, Strategy and Reform at the Organisation for Economic Co-operation and Development in Paris. Profile Profile
She served within the Government Olympic Executive as Head of Integration / Deputy Chief of Staff in the Olympics Secretariat, supporting strategic risk management, contingency planning and command coordination for the London 2012 Olympic Games.

Rachel’s educational and professional development background includes Project Leadership and Programme Management and Leadership Development at Oxford Saïd Business School, an MSc Econ in Strategic Studies from Aberystwyth University, and a BA (Hons) in International Relations from Nottingham Trent University.
